In the desire to keep ABSOLUTE consistency with the rest of his administration, Obama COULDN'T POSSIBLY pick someone who is competent, intelligent, knowledgeable or accomplished.

THIS is the posture that Obama wants of Kerry in every meeting with Iran, North Korea, China, Venezuela and Russia.

COMPLETELY capitulation.

(Besides, as HUGE a failure as Hillary is, Obama COULDN'T put someone in to replace her that MIGHT have a shot at doing the job better......)
